La construcción de un sector. Políticas para la agricultura familiar en Argentina, 2002-2015

This research explores the role of the national state in the dissemination of the family agriculture category in Argentina between 2002 and 2015. The objective of the paper is to analyze public policies for family farming, considering the actions taken by the bureaucracies to identify and characterize the subjects of law of the programs directed to the sector. To do this, we observe the institutional spaces where the category was built and certain programs implemented within the scope of the Ministry of Agribusiness of the Nation and its decentralized agencies. Specifically, the definitions of family farming constructed in these spaces, the definitions adopted by the programs and the devices through which the actors of family farming are identified are analyzed.

The theoretical perspective that structures research is nourished by contributions coming mainly from sociology and political science. Specifically, concepts developed in the field of rural sociology, the sociology of statistics and, from political science, concepts related to reflection on the state and public policies are adopted. The sources surveyed are made up of official documents (resolutions, reports, documents and forms) and databases of the analyzed programs. The methodological approach contemplates the triangulation of methods, through the application of qualitative and quantitative analysis techniques. The first ones are used to analyze the documentary sources, while the databases are analyzed using descriptive statistics techniques. In a complementary manner, interviews were conducted with officials involved in the process studied.
