La problemática del acceso al agua potable y al saneamiento domiciliario por fuera delas redes. Regulacion estatal y circuitos mercantiles de acceso en el partido de Jose C. Paz, en el interior del AMBA.

Access to drinking water and sanitation is an essential human right for the survival of humanity and economic development. However, within the Metropolitan Area of Buenos Aires (AMBA) broad sectors of the population are not guaranteed safe access. While one part, access through centralized systems of networks, another does so through individual strategies and deregulated trading circuits. In this framework, this thesis studied the problem of access to drinking water and home sanitation in areas with little coverage of public networks, particularly in the Party of José C. Paz. It is the result of an exploratory research that combined and alternated in the study of different primary and secondary sources. It contributes to the understanding of the operation of the main mercantile circuits that emerge in the absence of public networks, considering their effectiveness in satisfying the needs of the population and the preservation of water resources. Throughout the investigation, the role assumed by the State through regulation and control was emphasized, the different economic agents that intervene were identified and characterized, and the main relationships that they engage were studied.
