Vulnerabilidad y confiabilidad en el sistema ferroviario argentino. Practicas de conductores y ayudantes de locomotora para la gestion del riesgo: el caso de la linea Belgrano Sur.

The last major accidents resurfaced the debate over risk and safety of passenger railroad bringing into the picture the state of roads and tractive equipment, management, subsidies and operation of the lines.
The main objective was to report those daily practices from the perspective rooted in the subjectivity of workers who are involved in the work process. Secondly, it was of our interest to research to what extent those practices affected the vulnerability and reliability of the work process. For this purpose we pursued a qualitative methodology based on a case study of the metropolitan Line Belgrano Sur.
The findings of this paper contrast the mainstream literature in accidents analysis, and reveal that the human factor is neither the only nor the most important factor of vulnerability in organizations. Paradoxically, the human factor is a source of vulnerability but also reliability. Additionally, other factors related to work conditions (e.g. the physical environment, technology and safety, organizational) and contextual factors had contributed to the components of vulnerability of the railway line trying to be tempered by practices ad hoc.
